To a first time Dusk user, it may look like Dusk is trying to mask activity.

That assumption is incomplete. Dusk is designed to control disclosure, not eliminate it. Dusk is designed to be accountable without the oversight of monitoring. Dusk does not believe that trust must come with a lack of visibility. Just because the transaction is not visible to the public does not make it less transparent. This describes a trust model where verification can be precise and context. In systems where unregulated information can be as damaging as a crime, this distinction is not only ideological.
