Governments Turn to Binance for Crypto Guidance

Binance is now actively advising multiple countries on crypto regulation and the creation of national digital asset reserves, according to an April 17 report by the Financial Times.

Richard Teng, who succeeded Changpeng Zhao (CZ) as CEO, revealed that the exchange has been approached by various governments and sovereign wealth funds for help in developing crypto frameworks and exploring reserve strategies.

“We’ve had quite a number of governments reach out to us about building their own crypto reserves,” Teng said, adding that the U.S. is “way ahead” in regulatory clarity.

Though Teng didn’t name specific countries, he confirmed Binance is collaborating with several on policy formation.

This development follows Binance’s 2023 guilty plea in the U.S. over money laundering and sanctions violations. The company is currently under a five-year compliance monitoring agreement with the Financial Crimes Enforcement Network (FinCEN).

Teng noted recent U.S. crypto policy shifts under President Trump have been beneficial for Binance:

“The sentiment has shifted a lot. We’ve benefited from the new policies in recent months.”

While the U.S. announced a strategic Bitcoin reserve, it clarified that initial holdings would consist of assets seized by law enforcement—yet the move was widely seen as a signal of growing official support for crypto.

Meanwhile, former CEO CZ continues to advise nations like Pakistan and Kyrgyzstan on blockchain innovation, aiming to spur digital transformation and economic growth in emerging markets.
