结果现在， 1.27 只有农业委员会投票，只能解决第一部分。即使投票通过，也只是通过了“商品”这部分的规则。最难啃的骨头（SEC 权限、稳定币收益禁令等）掌握在已经推迟投票的银行委员会手里。
​只要银行委员会不动，整个法案就无法拼成完整的版本提交给参议院全员表决。
