Nomura’s Laser Digital Applies for U.S. National Bank Charter

Laser Digital, the digital assets division of Japanese banking giant Nomura, has filed an application for a U.S. national bank charter with the Office of the Comptroller of the Currency (OCC), according to a report by the Financial Times citing sources familiar with the matter.

If approved, a federal charter would allow Laser Digital to operate nationwide without having to obtain separate state-by-state custody licenses. The company plans to offer spot cryptocurrency trading services, although it will not accept customer deposits, the report said.

The OCC grants conditional approvals for national trust bank charters, requiring applicants to meet strict capital, governance, risk management, and compliance standards before receiving full authorization. The process typically takes up to one year from preliminary approval to full operational clearance.
Laser Digital joins a growing wave of crypto firms seeking federal banking oversight as U.S. policy becomes more accommodating under the Trump administration. Earlier this month, World Liberty Financial announced plans to pursue a national trust charter to support the issuance and redemption of its USD1 stablecoin.

In December, several major crypto firms — including Circle, Ripple, BitGo, Fidelity Digital Assets, and Paxos — received conditional approval from the OCC, positioning them to operate as federally regulated trust banks once final requirements are met. These approvals marked the first significant entry of crypto companies into the U.S. federal banking system.

Founded in 2022 and headquartered in Switzerland, Laser Digital has already secured regulatory approvals in multiple jurisdictions, including Switzerland and Dubai. The firm previously launched a Bitcoin yield fund, further expanding its presence in the digital asset market.
The move highlights accelerating institutional adoption of crypto services and the growing convergence between traditional banking and digital assets in the United States.
